1. Describe the advantages and disadvantages of government fragmentation in the American policymaking environment.

2. Outline the differences between the effects of the principles of federalism and separation of powers on American public policy. Explain how both of these principles affect the process of developing policy coalitions.

3. Identify and define the principal actors/components of subgovernments and why these actors are relevant to policymaking in the United States. How do issue networks and policy communities differ from subgovernments?

4. Identify why coalition building is necessary in policymaking.  How does this impact the ability of interest groups or individuals to “enter” the policymaking process?  What impact does this have on the size and scope of government?

5. Discuss the blending nature of the public and private sectors in American policymaking.  How does this affect the ways in which we define the size and shape of government?  How does it impact the size of government?
