For example if an expatriate has a difficult time communicating with the local people this would slow him/her down, because it would take them longer to get things done. To take another different example, an expatriate may be used to getting things done through his/her connections. However this may not be the case in new location and the expatriate may need to find other ways to get things done. In all such cases, the PMS should incorporate and reflect the reality on the ground.
